Das ist doch weniger eine totale Mobilisierung als eine Art Strategie der verbrannten Erde.

Ja, von einer totalen Mobilisierung ist hier nicht die Rede - total aber im Hinblick auf die "annihilation": τέλειος ἀφανισμός.
